The U.S. Postal Service has announced a new pricing platform, Commercial Plus, which is an extraordinary value for high-volume domestic Express Mail and domestic Priority Mail users. Commercial Plus customers will save 14.5% on Express Mail and, on average, 7% on Priority Mail from retail prices. Commercial Plus pricing will take effect January 18th to coincide with the price changes to the U.S. Postal Service shipping services. Commercial Plus pricing will also replace the commercial volume rebate program previously offered.
Customers who qualify for the Express Mail Commercial Plus pricing need to send a minimum of 6,000
domestic pieces during the prior four quarters, about 25 pieces per day. To qualify for Express Mail
Plus pricing, the USPS will examine a customer’s prior four quarters of Express Mail domestic shipments.
If the customer has sent more than 6,000 pieces, they will qualify for Express Mail Plus pricing for
the quarter. Express Mail Plus pricing is based on Express Mail domestic shipments only. These
numbers will be reviewed quarterly, and if a customer drops below the required minimum, they will no
longer qualify for Express Plus pricing. If a customer fails to meet their volume commitment for two
consecutive quarters, or fails to provide documentation of their shipping volume, the Postal Service
may determine that the customer is no longer eligible for Express Mail Commercial Plus pricing for the
remainder of the 12-month period. The Postal Service will consider factors affecting the volume shortfall
and will examine the likelihood that the customer will be able to make up the shortfall in the remainder
of the 12-month period. Customers may appeal the decision of the U.S. Postal Service to terminate their
Commercial Plus pricing by submitting a written appeal within 7 days of such a ruling. All appeals must

Customers who qualify for the Priority Mail Commercial Plus pricing need to send a minimum of 100,000 domestic pieces of Priority Mail packages per calendar year, about 400 pieces per day. To qualify, the USPS will examine a customer’s previous calendar year of Priority Mail domestic shipments. If the customer has sent more than 100,000 domestic pieces during that time, they will qualify for Priority Plus pricing for the following 12 months. Priority Mail Commercial Plus pricing is determined once a year and if they qualify based on the prior calendar year, they will get commercial plus rates for the entire following calendar year.
